Since this inescapable logic of Seeley with regard to the effect of foreign rule is not understood in the West and the sole blame for their own helpless con­ dition is generally placed on Indians themselves, it has been necessary for me to labour the main argument of Seeley’s book over and over again in order to drive home its serious implications. W e can see from it that India has become by long subjection involved in a completely vicious circle. Whatever way we may turn in our argument, the fatal circle hems us in.
