There was also another reason why it would give offence in India. For some years past it had been made a precedent that in every Commission dealing with Indian affairs Indians themselves should have full representation. In the Lee Commission and the Skeen Commission this had already been done. This was one way in which Indian self-government was already being forwarded simply and naturally; and it had led to the best results, restoring confidence in the good will of Great Britain.
