ABSTRACT
O f all the vitally important questions affecting the social and moral life of modern India, that of over population has received up to the present time the least thorough investigation and enquiry. Its effect on Indian character has been ignored by the sensa tional writers who seek to draw lurid pictures of India’s moral decline.
