The prize essay, which provided the kernel of his plans for further education, had made Kerschensteiner a famous man almost overnight, and by 1900 his detailed plans had been drawn up and approved on both local and ministerial level. The success of the venture was by no means assured however, for there still remained a great deal of restraint and even direct opposition among the ranks of the teachers and small employers. It was, of course, essential that their co-operation and enthusiasm be assured, if the new schools were to find widespread acceptance.
