ABSTRACT
The distrust of institutions and the crisis of political representation open the gates for new modes of doing politics. The ascendancy of a plebiscitary leader in democracy makes foreign policy hostage to internal national(ist) mobilization, and is therefore deleterious to the construction and maintenance of a viable international order.
