ABSTRACT
In this chapter, we will take a look at the differences between hard and soft targets and discuss a layered planning approach that can be taken in order to protect soft targets from all hazards, to include a terrorist attack. We will also examine the different methodologies for assessing risks and threats affecting soft targets, and how a facility manager can plan and manage these types of risks and threats.
