ABSTRACT
Foreign policy has a special relationship to internal political realities in the Sudan. Part of the definition of the role of the Sudan in the world depends upon the definition of the Sudan itself in the minds of the people formulating policies. Because of the special nature of the Sudanese identity, its internal diversity and location are the most important elements in shaping Sudanese international relations, and it is often difficult to separate the foreign from the domestic dimensions of politics.
