ABSTRACT

The identification of actors, the utilisation of relationships and the management of the process are highly actor-oriented strategies. They relate more to the ‘who’ than the ‘what’. This chapter focuses on a crucial strategy related to the content of the decision-making. In the first place, a multi-issue agenda is a strong incentive for actors to participate in the decision-making process. The chapter presents observations on parties in a network meeting each other continuously in relation to different issues. A multi-issue game contains a number of important incentives that are beneficial for the decision-making. The final effect of a multi-issue agenda becomes clear if we compare it to another decision-making model the hub-spoke model. In a multi-issue game, there are strong incentives for peer pressure the peers of a party will put pressure on that party if he behaves unreasonably.
