ABSTRACT

Chapter 3 develops the analytical framework of peacebuilding interactions to analyse how external-domestic interactions shape peacebuilding outcomes. The chapter first discusses the scope conditions of peacebuilding in which interactions take place and then introduces the key categories of the analytical framework, comprising (a) international ad hoc interaction tactics of selectivity, prioritisation and leverage, (b) domestic responses of cooperation, foot-dragging, modification or resistance, (c) the environment of interaction, and (d) the set of peacebuilding outcomes. The analytical framework serves to analyse interaction processes and shows that external-domestic interactions offer domestic elites opportunities to ‘capture’ peacebuilding to accommodate their own priorities.
