ABSTRACT

Chapter 6 analyses negotiations in the low international capacity policy field of local governance. It traces in-depth the external-domestic interaction in the reforms of Participatory Budget Planning and Communities Committees. The interaction process between peacebuilders and municipal elites is traced in each municipality in three interaction periods. The detailed process tracing reveals how interactions impact on reform outcomes and emphasises the non-strategic elements in the interaction. The fact that one of the cases resulted in full implementation, although only low international capacity was provided, points out that international resources are less important than assumed for ensuring full peacebuilding success.
