ABSTRACT

This chapter explains the constitutional functions of Parliament and defines parliamentary terms such as summoning, dissolution and prorogation. It discusses the role of the Speaker of the House of Commons, the role of the political party Whips and describes the constitutional importance of the Opposition. In order to evaluate Parliament, it is necessary to examine its composition and procedure. The former task may be accomplished by either looking at the actual membership of Parliament by party allegiance at a fixed point in time or by looking at it in a more sociological manner in order to analyse the class and educational background of Members and their employment status. During a parliamentary session, Parliament will be adjourned on many occasions. Provision is made under Standing Orders for urgent matters to be brought to the attention of the House for early debate.
