ABSTRACT
Whenfirsttreatingofthepoorwhowillwork-incontradistinctiontothosewhoeithercannotorwillnotwork-Isaid thattheyappearedtobedivisibleintothreeclasses:-1.THE ARTISANS,orthosewhomakesomething.2.THELABOURERS,or thosewhodosomething;and,3.THEHucKSTERS,orthosewhosell somethinginordertoobtainaliving.Thevocationofthelatter istoexchangecertaincommodities,eitherformoneyorforcertain othercommodities-particularlyoldclothes.Thislattercharacteristicispeculiartothehawkersofcrockeryware,andtoafew otherwanderingdealers,anditisgenerallyadoptedasameansof evadingtheactofParliamentwhichrequiresthemtoobtaina licensetofollowsuchacalling.
