ABSTRACT

This chapter presents the requirements for the various parties in a construction project to perform their duties within the context of the project. Each party has a goal to deliver on the project, from the client, who has the responsibility of defining the project and its scope, to the designer, who shapes the requirements, to the contractor or construction team, who is responsible for implementing the set goals. Construction safety risks are thus borne mostly at the construction site or off-site production centre, and these need to be reduced as much as possible before works get to site. All residual risks need to be well mitigated or managed on-site to minimise their negative impact on the project. This is why competence is an essential requirement for everyone involved. The chapter elaborates the development of a suitable framework that seeks to address possible measures that will facilitate the development of the most relevant health and safety competence in the workforce.
