ABSTRACT

This chapter discusses the changes in Taiwan’s housing policy and housing wellbeing and their effects on housing justice. It also discusses the overall changes in housing problems and the change in the housing policy goal from “helping every dweller to own a home” to “helping every dweller to live in an appropriate home”. The chapter analyzes the changed policies for delivering housing wellbeing – from the provision of public housing to the provision of mortgage interest subsidies, rental subsidies, and social rented housing. It presents Taipei City’s housing reforms to address the worsening problem of high housing prices and to fight speculation in the housing market. The chapter examines the future development of housing market and housing policy. It highlights the improvements in housing justice that result from the policy changes. A comprehensive real estate tax reform is the effective way to achieve housing justice.
