ABSTRACT

This chapter explores the most recent iteration of New York City's response to the needs of special education students, Shared Path to Success (aSPtS). A SPtS attempts to improve upon the unsuccessful New York City special education policies of 2003. The chapter focuses on how aSPtS is impacting high schools and their students. New York City serves as a unique example of a district that uses a "deferred acceptance algorithm" to match students with a high school. It also explores the local foundations of aSPtS, the policy itself, and the funding streams that inform the implementation of the policy. The chapter discusses aSPtS's relationship to the federal agenda and the current national focus on testing. It also discusses implementation of the policy and its impact on stakeholders. The chapter focuses on outcomes of the policy and recommendations. A SPtS has helped to align New York State to the federal mandates of Individuals with Disabilities Education Improvement Act (IDEA).
