ABSTRACT

The history of management can be divided into three broad philosophical approaches and overlapping periods: Scientific management, Human relations management, and Systems management. The scientific management theory dominated the period from the beginning of the 20th century to about 1940. Strong criticism was brought against the failure of police management personnel to recognize the necessity for instilling dignity and pride in their employees. The goals of the organization can only be reached through team cooperation, not by an individual. Police managers can best obtain these organizational goals through the police officers who work with them on a day-to-day basis. The people within the agency will have an opportunity to develop pride, increase their skills, and feel that they are achieving success while working for a specific police department within the police profession as a whole. It can be beneficial for police managers to understand the different management philosophies, including their benefits and drawbacks.
