ABSTRACT

The decision to bring DROs together into a higher-level federation should ideally be taken when the benefits of doing so are greater than the costs of creating and maintaining such links. It is important that the decisions concerning if, how and when to federate are informed decisions taken by DRO members. In practice, DROs are often asked to adopt the form of federation chosen by the supporting NGO. The timing of when to federate should not be before the first-tier DRO is socially and technically ready to take full advantage of the new opportunities and should not be determined by the supporting NGO’s framework.
