ABSTRACT

In 2005, California formally reorganized and renamed the Department of Corrections to the Department of Corrections and Rehabilitation, created the Division of Adult Parole Operations, and changed the department's mission: "To improve public safety through evidence-based crime prevention and recidivism reduction strategies". The governor's plan built much of the reorganization on the Corrections Independent Review Panel report. Valdivia v. Schwarzenegger presented his plan for reorganizing the Department of Corrections. The governor's plan created a chief deputy secretary who would also be responsible for the Division of Education, Vocation, and Offender Programs, and the Division of Correctional Health Care Services. The Little Hoover Commission praised the reorganization's emphasis on evidence-based practices and elevation of rehabilitation. Following the recommendation of the Little Hoover Commission, Senator Gloria Romero introduced SB 737, which would amend and legislatively enact the Governor's Reorganization Plan. The reorganization seemed to be a shifting of boxes within the organizational structure rather than actual reformation of policies or procedures.
