ABSTRACT
As I see it, there is only one counterforce to the growing momentum of antitrust enforcement. Congressional support for federal enforcement activities is a prerequisite for success. Without sufficient resources, the Antitrust Division cannot conduct a credible enforcement program. And without credible enforcement, a deterrence program is not likely to succeed.
