Smena (Change) in particular was a prodemocratic, proreform group that played quite an important role in the Congress of People's Deputies. It developed its own agenda and rules before the first Congress, and presented its drafts to the preparatory committee and then the Congress. Its members caucused in intermissions and administered the first defeat on the conservatives by getting the conservative editor of Sovetskaia Rossiia excluded from the editorial committee.17 It was to be the shift of Smena to the anti-Yeltsin side because of the latter's undemocratic actions that produced the first fundamental transformation of the balance of power in the Congress ofPeople's Deputies.
