ABSTRACT

In order to analyze the state of ethnic relations in a given region, in this case Tuva, it is necessary to systematize a full range of factors and causes that influence the conditions and level of well-being in one of the most complicated spheres of civic society. Based on the results of the study of such processes, a particular analytic scheme can be proposed. To some degree, this can in turn become a practical instrument for assessing and predicting future developments. The role and place of linkages among state authorities, nongovernmental organizations, and the broad public can also be assessed.
