ABSTRACT
Election refonn was a chann issue in the 1970s. The FECA was enacted in 1971, strengthened in the wake of Watergate in 1974, and fine-tuned in response to the Buckley decision in 1976. Amendments in 1979 provided for what has come to be called soft money, in an attempt to recoup the faltering fortunes of political party organizations.
