ABSTRACT

The United Nations charter, in article 109, provided for “a General Conference of the Members of the United Nations for the purpose of reviewing the present charter.” As mentioned in the Introduction to this book, paragraph 3 of that article says: “If such a conference has not been held before the tenth annual session of the General Assembly … the proposal to call such a conference shall be placed on the agenda of that session of the General Assembly.” Such a conference is now overdue by well over thirty years. Even the founders anticipated the probable need for improving the charter. The procedures are there. They should be used.
