ABSTRACT

Since the collapse of the USSR and the appearance of fifteen newly independent states (NIS), there has been a great geopolitical shift comparable to the long-term consequences of the two world wars of the twentieth century. The end of the Cold War has temporarily freed mankind from the threat of nuclear annihilation. But the universal interests of mankind do not necessarily coincide with the interests of nation-states or military-political alliances. In reality, after the Cold War there are winners and losers.
