ABSTRACT

The Treaty on European Union, which establishes an economic and monetary union (EMU), also addresses political union. It introduces the idea of union citizenship and calls for a Common Foreign and Security Policy (CFSP). The new Treaty, which amends the 1957 Treaty of Rome, enables the European Community (EC) to act as a unit in most areas of international affairs provided that the members first agree on the principle of joint action and then on its implementation. The Treaty envisages a common defense policy that could lead to a common defense and would make the Western European Union (WEU) the EC’s defense arm.
