ABSTRACT

An indication that a developing country has a strong S&T system is its ability to assimilate and develop manufacturing and high technology from outside its boundaries, and that it can eventually become competitive in manufactured and high-tech products. An S&T system, related to industrial and economic development, might include four elements: (1) national commitment to technology-based development, (2) technological infrastructure, (3) socioeconomic infrastructure, and (4) productive capacity. 1
