ABSTRACT

Technical transformation in China means improving production technology, processes, and equipment to modernize existing enterprises. This concept does not usually include capital construction, which involves building new factories with advanced technology and equipment. Because the pace of technical change is rapid, technical transformation actually should be an ongoing task within enterprises so that they can keep pace with the worldwide trend of technological development. Most Chinese enterprises, however, still lack the authority and the money to do the job. Therefore, it remains a task to which the Chinese government should pay attention.
