ABSTRACT

Any country's agricultural policy should consist of three objectives. One is to ensure that fanners can earn a decent living from farming. A second is to produce as much food and raw materials for the domestic market as resources and economic circumstances permit, and possibly a surplus for export. A third objective is to protect the country's physical resources for agriculture from destruction; otherwise, the first two goals become more difficult to attain. Thus, agricultural resources management involves much more than protection of physical resources but includes also the farmers and their farming system.
