Not by Rule of Law: Mediating State–Society Relations in Taiwan through the Underground Economy

Following the repeal of martial law in Taiwan, the tempo of progress toward economic liberalization and political reform has increased as the government of the ROC and the people of Taiwan search for new forms of cooperation and interaction. Any new system that evolves will still have to cope with a large informal sector, ¹ a legacy of the former social and political order.
