ABSTRACT

The administrator-as-gardener views his or her operating unit in a similar way, with the ultimate goal being the long term success of the enterprise and the well-being of the workers. The administrator-as-gardener also encourages experimentation and expects frequent failure, for this is what makes the job interesting and creates possibilities for true innovation. The main thing to keep in mind is that the administratoras-resource-person should always regard his or her staff members as experts in their respective fields who, from time to time, will need extra services and resources that only someone in an administrative position can provide. Therefore, it is important that our administrator learn a little of the art of politics and public relations. There will be times when the lobbyist role demands even more than the usual political representation, especially when the survival of the unit is in question.
