ABSTRACT

Most public policies aim to balance market forces with the general welfare of the community. The delicate balance that is sought attempts to reconcile the interests of government, business, and the environment. In order to achieve this balance, choices must be made regarding conflicting interests, values, and objectives, along with varying degrees of desire for reform. With each policy, weight has to be given to cost savings, what we ought to do, and how we produce and justly distribute our benefits and burdens. The choices that result from this weighting reflect the priorities upon which Americans have agreed.
