U.S. Foreign Policy and Human Rights

Human rights have played a significant role in U.S. foreign as well as domestic policy. At the San Francisco founding meeting of the United Nations in 1945 the United States along with other great powers, the USSR, Great Britain, and China, sponsored the inclusion among the purposes of the United Nations listed in Article 1 of the U.N. Charter "to achieve international cooperation ... in promoting and encouraging respect for human rights and for the fundamental freedoms for all without distinction as to race, sex, language or religion. II This statement had had no place in the preliminary proposals which had been adopted at the Dumbarton Oaks Conference in September 1944.
