ABSTRACT

There is no doubt that all five countries showed a very firm commitment to economic development and aroused about as much will to succeed as could be expected. This was certainly to the good and is highly praiseworthy. Otherwise, it is very unlikely that much would have been achieved. Yet, it is equally clear that commitment and will alone would not have resulted in much economic development. People in East Asia had always worked hard, under one impulsion or compulsion or another, but they had never accomplished any exceptional upswing, let alone an economic "miracle."
