ABSTRACT
Editors' Introduction: This essay explains and expands upon one central point raised by then CCP General Secretary Zhao Ziyang in his report to the 13th CCP Congress in October 1987, namely, the removal of the party from direct administration of governmental affairs. Here Yan, who apparently contributed to the drafting of the Zhao report, is performing the function of explaining the report to the public via the People's Daily, the party newspaper.
