ABSTRACT

The Hong Kong government’s formulation of the need for the expansion of upper levels of the educational system has been stated in terms of three demands:

student demand for tertiary education;

the proportion of students capable of meeting the demands of the academic standards which the course requires; and,

the likely manpower demand for persons of a good general education or with special qualifications, and the capacity of the economy to provide satisfactory and rewarding employment for such highly educated people. 1
