ABSTRACT

The Three Gorges Project (TGP) is a gigantic water conservancy project that has attracted the attention of the world and the concern of the whole country. The project is designed to prevent flooding, improve navigation, and generate hydropower. But flood prevention is considered the most important, as other projects may be built to generate hydropower, and navigational conditions at the upper end of the reservoir will, in any case, deteriorate after the completion of the dam. Our analysis of the flood prevention function of the TGP shows that more harm than benefit will be created. Whether the TGP should be constructed is a major issue that deserves detailed reassessment.
