The theory in question can itself become part of the accumulation of knowledge. Consequently the prediction inherent in it can have influence upon the predicted event. The intention is not to give a comprehensive account of the Manhattan Project and its German counterpart. The American effort to develop the atomic bomb during the Second World War was formally known as the Development of Substitute Materials (DSM) Project. Contrary to the experience of the Science and Technology Commission for National Defense, the constellation of units under the direction of the Manhattan District was short-lived. All crucial resources were allocated to the DSM Project. Manpower presented no problem. General Groves was able to recruit from other units the best American scientists and technicians in the areas relevant to the project. The nature of leadership involved undermined goal priority and the capacity to expand in various ways.
