ABSTRACT

The party's strategy of accelerating the nation's social and economic development is aimed at the qualitative transformation of all aspects of Soviet social life and at converting it to a higher qualitative level of development. This means radical renovation of the material-technical base of social production, substantial improvement of the system of social relations, the progressive transformation of people's living conditions and way of life, and the invigoration of all sociopolitical life. The party associates the realization of these objectives directly with man's heightened creative activity. Socialist society, the CPSU Program states, cannot effectively function without finding new avenues of development for the creative activity of the masses in all spheres of social life. The larger the scale of historic goals, the more important is the proprietary, interested, responsible, conscientious, and active participation of millions [of people] in their attainment.
