ABSTRACT

The satisfaction of the housing requirements of citizens through their participation in a housing-construction cooperative is one of the most important legal forms for the realization of the constitutional right of Soviet citizens to housing. For summer vacations, dacha cooperatives and cooperatives for the construction and management of multi-story pensions for country retreats have been formed. Housing-construction cooperatives are granted long-term credit for the construction of residential houses in the range of 70% of the construction costs of the house. A share is a monetary sum which must be paid by a member of the cooperative to carry out cooperative construction and is equal to the construction cost of the accommodations which is provided for use. Members of a housing construction cooperative which receives credits from the state for the construction of dwellings have an obligation to the cooperative to pay off the loan promptly.
