ABSTRACT

Seweryn Bialer's interpretation is relevant to study of regional development in the Soviet Union. The huge Soviet bureaucracy is important factor in the implementation of social change in the Soviet Union. Regional development problems are found in a number of countries. They are generally summed up in terms such as north-south problem and regional dualism. One theory on the north-south problem has been formulated by Gunnar Myrdal. According to Gunnar Myrdal, tendencies toward regional economic inequality are to be found in all societies. The aim of regional policy is to create reasonable balance among regions with regard to standard of living and employment. The American regional economist Walter Isard distinguishes between material and nonmaterial indicators of regional development. The material indicators include income and living standard. The nonmaterial indicators are solidarity and respect for individual. In evaluating regional development and regional differences in the Soviet Union, it is essential to take into account the Soviet perception of problem.
