ABSTRACT

The relations between the Soviet Union and Vietnam are one of the clearest examples of the life-affirming force of the principles of socialist internationalism. Throughout the entire history of relations between these two states, these principles have demonstrated a creative revolutionary spirit, corresponding to the high ideals of freedom, peace, and socialism. The real charter of Soviet-Vietnamese brotherhood was the agreement on friendship and cooperation between the USSR and the People’s Republic of Vietnam signed in Moscow more than five years ago, on November 3, 1978. As the logical consequence of multifaceted Soviet-Vietnamese relations that had survived the test of the radical turnings of history, this document established a legal foundation for a broad range of mutual relations. The agreement opened up a new page in the chronicle of indestructible friendship and fruitful cooperation between the USSR and the Republic of Vietnam and raised the relationships between our parties and states to a qualitatively higher level.
