ABSTRACT

The State Treaty which ended the occupation and division of Austria was signed on May 15; the leaders of the United States, the USSR, the United Kingdom, and France met in Geneva from July 18 to July 23. In the latter forum, the United States wanted to talk about a renunciation of force in the area of Taiwan and about the release of Americans held in the People's Republic of China (PRC), and the PRC wanted to talk about American withdrawal from the area of Taiwan. Peking would go only as far as proposing a mutual renunciation of force between the United States and the PRC in settling disputes between them. Mao knew that the United States and the Nationalists would come to the mainland only if his regime were in a state of collapse. The PRC had failed to settle differences with the United States diplomatically and emerge upon the world scene as a fully recognized actor.
