ABSTRACT

Industrial management system has two main shortcomings. One is that some industrial enterprises suitable for local management are directly managed by the industrial departments of the central government; local administrative organs enjoy too little authority over industrial management with regard to material distribution, financial control, and personnel management. The other shortcoming is that the person in charge of an industrial enterprise has too little authority over that enterprise, while the central industrial administrative department has too much control over the business in that enterprise. Most of the enterprises subordinate to the Ministry of Light Industry and the Ministry of Food Industry, with the exception of certain enterprises that must be controlled by the central authority, are to be devolved to the provinces, autonomous regions, and municipalities directly under the central government. In the textile industry, only a small number of enterprises are to be devolved, and further steps will be decided upon according to concrete conditions in the future.
