ABSTRACT

The scale of capital construction that has been started exceeds the national financial and materials capacity and cannot be balanced with the present level of production in industry and agriculture. There are different opinions in respect to this matter. A big construction scale not only cannot be supported when agriculture suffers disasters, but it cannot be maintained even during normal harvest years. Capital construction items have to be cut down group by group, and semifinished goods have to be stockpiled in large amounts. Since so much money from the cities moved into the countryside, some peasants have a great quantity of cash in their hands and speculation is developing. In regard to this, there are also different opinions among our high-level cadres.
