The State Planning Commission has a tradition of always starting with industry and capital construction. Fields such as agriculture, finance and trade are all offhand work. There is a historical reason for this. During the recovery period, the Finance and Economic Commission carried out unified management of finance and economics. The State Planning Commission, the State Economic Commission, and the Office of Agriculture and Water Conservancy should solidly investigate and seriously study the various conditions of agricultural production and plan agricultural production targets on this basis. In general, the management of materials should be more centralized than it was during the period of the First Five-Year Plan. At present the materials are controlled separately by the state, each ministry, and each local government. In general, planning targets must be reliable and must leave some margin.
