Many provinces and regions want to have low procurement and high sales. In regard to one province or one region, this opinion may have a certain rationale. But considering this from the perspective of the whole country, it would be unthinkable to manage it according to the figures given by many comrades so that the state would use 2 or 3 billion jin of reserve grain from 1957 to 1958. The amount of increased procurement usually should be at least 40 percent of the amount of increased production. The grain ration of peasants can be fixed according to the ration per person. Each province can decide the number of ration categories and the size of the difference between the categories. However, the total amount of ration should not exceed the unified sales target fixed by the state. Grain work is very important, and it affects the immediate interests of people in the whole nation.
