ABSTRACT
Immediately after Pearl Harbor, British prime minister Winston Churchill arrived in Washington, DC, for the Arcadia Conference with President Franklin Roosevelt and Soviet ambassador Maxim Litvinov. With great fanfare, the three allies announced that their war goals would be the defense of “life, liberty, independence and religious freedom,” along with “human rights and justice.”
