ABSTRACT
This chapter first explains that the multiple ties between Russia and the European Union (EU) have substantially deepened and broadened over the past five years. Today, based on the Partnership and Cooperation Agreement (PCA), the two neighbors entertain a complex and comprehensive partnership covering almost all policy areas and issues.
