ABSTRACT
In recent years the continuing increase in income inequality among urban residents has aroused great concern. There are many factors contributing to the widening gap, including factors having to do with labor and other markets, problems left by history, contradictions of the dual economic system created during the transition, 1 and so forth. Among them, the delay of the housing reform is a factor that cannot be ignored.
