ABSTRACT

This chapter provides all basic political, economic, and demographic data on every territorial unit of the Russian Federation, its local government structure, regional politics and electoral history through the spring 2000 elections and the summer 2000 reorganization of the Stavropol Krai. Stavropol Krai is located on the northern slope of the Caucasus Mountains and borders Rostov Oblast, Krasnodar Krai, and the republics of Kalmykia, Dagestan, Kabardino-Balkaria, Karachaevo-Cherkessia, North Ossetia-Alania, and Chechnya. Aleksandr Chernogorov hopes to establish concrete guidelines for developing Stavropol’s economy and handling the military industrial complex. Stavropol borders on Chechnya and therefore suffers from the constant chaos in that region. Chernogorov is very interested in improving Stavropol’s economy and restructuring regional enterprises to function under market conditions. In January 1998 Stavropol participated in the North Caucasus Congress of Chambers of Industry and Trade. The Congress represents chambers from Rostov, Krasnodar, Adygeya, Dagestan, Karachaevo-Cherkessia, and North Ossetia.
